A small study of about 39 people showed that in combination with Azithromycin, hydroxycloroquine had a 100% cure rate. However the FDA has not approved the drug, some states have banned it or hoarded it, so most doctors may be loathe to use it to treat COVID-19. Just because a study shows a drug is effective, or someone recommends a drug for a purpose, does not mean doctors can legally or ethically prescribe a drug for that purpose. A drug must first be approved by the FDA for a specific purpose. This can take 3-5 years unless emergency measures are taken.

The FDA is, however, issuing warning letters to sellers who claim their products will cure or treat SARS-COV-2. Page is here: https://www.fda.gov/consumers/health-fraud-scams/fraudulent-coronavirus-disease-2019-covid-19-products
